A few people have asked why the Landowners’ Meeting on November 3, 2026, at 8:30 a.m. is still on the FY2027 CDD Meeting Schedule, so here’s a quick, easy explanation.
In Florida, every Community Development District (CDD) must hold what’s called a Landowners’ Meeting. It’s basically an election where property owners (not general voters) choose the CDD Board of Supervisors. State law requires these meetings every two years until the district is ready to switch over to regular, voter‑based general elections.
For Colbert Landings, the first Landowners’ Meeting was approved and adopted on March 7, 2023, when the initial five board supervisors (all developer representatives) were elected. Those seats run on two‑ and four‑year terms. See City of Palm Coast Ordinance 2023-2.
Our CDD will keep using the landowner election system until two things happen:
---Six years have passed since the initial board’s appointment — that date will be March 7, 2029, and
---We have at least 250 qualified electors living in Colbert Landings. A “qualified elector” means someone who lives here, is at least 18 years of age, is a U.S. citizen, and a legal resident of Florida who is registered to vote in Flagler County.
Once we hit both milestones, the CDD begins transitioning to general elections, where "qualified elector" residents vote for "qualified elector" board supervisors. The first general election will replace two of the board seats with resident‑elected supervisors. Over time, all five seats will shift to resident‑elected supervisors.
So, in short: the November 2026 Landowners’ Meeting is still required under Florida Statutes §190.006, and it’s part of the normal process until our community reaches the point where residents begin replacing seats on the board through general elections.
